The Former President's Progressive Alarm Overlooks The Continent's Real Threat: Technological Stagnation.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that open-border policies and so-called "woke" policies pose an grave threat to European civilization. However, this argument rests on a fundamental misinterpretation of the situation. The true danger confronting Europe is not societal but economic and technological backwardness.

A Glaring Economic Gap Separating Europe and the US

Statistics paint a stark picture. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry 13.5% increase for the EU. During this period, EU GDP per capita fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than major European economies like Italy and France.

Today, roughly half of the global 50 largest tech companies are US-based, while a mere four are from Europe.

The Technological Shortfall: A Critical Question

This widening economic gap is driven by stronger efficiency gains in the United States, fueled by technological innovation and better use of resources. The scene of world technology dominance is overwhelmingly American. Over the past five decades, 241 US firms have grown into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity raises a vital question: As the competition for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Experts widely concede it is largely a contest between two involving the United States and China, with Europe entering at a significant handicap.

Root Causes of the Continent's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for financing new ventures. The EU still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A American entrepreneur can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population, is split among 27 separate systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are causes for hope. Policymakers are increasingly aware of the severe threat and have begun to propose substantial change. Key reports on European competitiveness and the internal market highlight the necessity of sweeping reforms.

With the right policies and regulatory reforms, these assets might enable much higher levels of commercial innovation.

Europe retains significant advantages: high-quality workforce, excellent education systems, and world-class research institutions. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a new wave of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still significantly boost productivity by adopting and adapting innovations from elsewhere.

An Inflection Point

Europe now faces a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
